Linda Tinio-Le Douarin

Linda Tinio-Le Douarin is a Programme Specialist and Deputy Chief of the Inclusion, Rights and Intercultural Dialogue Section of UNESCO’s Social and Human Sciences Sector. She is one of the architects of the Global Forum against Racism and Discrimination and has, since 2019, designed and directed the Master Class Series against Racism and Discriminations which has trained more than 14,000 young people around the world. As Coordinator of the International Coalition of Inclusive and Sustainable Cities – ICCAR, Linda has collaborated with various partners including Mayors, city councils, scientific experts, local communities, artists and youth associations to advance local policies and programmes for inclusion and diversity in the urban space.

She graduated from the University of the Philippines with a degree on Political Science and European Languages (Magna cum laude) and the Institut d’Etudes Politiques (Sciences Po Paris) with a graduate degree on International Relations (with honors) in 2000. She published Les droits de l’homme en Asie du Sud-Est (Human Rights in Southeast Asia) prefaced by Boutros Boutros-Ghali in 2003, and a number of articles on human rights in academic journals. She co-authored “Enhancing youth participation in urban governance through city youth councils”, and co-directed “Fighting Racism and Discrimination: A UNESCO Toolkit” and “Creating inclusive cities through sport”, all in 2023.
