Andrew Brown was appointed Associate Deputy Minister of Canadian Heritage in May 2024. Prior to joining the Department of Canadian Heritage, he was Associate Deputy Minister at the Department of Employment and Social Development (ESDC). He has spent much of his career at ESDC, where he has held a wide range of positions, since 2014. His responsibilities have included Employment Insurance policy, pandemic benefits policy, and labour issues. Earlier in his career, Andrew worked as an Advisor at the Privy Council Office on files related to the Canada-United States border from 2012 until 2014, and at Citizenship and Immigration Canada on citizenship, immigration, and refugee programs in Canada and abroad.
