Raúl Rodríguez Porras, a graduate in Law and holder of a Master's degree in European Union Law and in Executive Public Management, has served since 2022 as the Deputy Director General of Legal Frameworks for Sports at the High Council for Sports (part of the Ministry of Education, Vocational Training, and Sports). He is also the current president of the Spanish Standing Committee against Violence, Racism, Xenophobia, and Intolerance in Sports. His work primarily focuses on national sports legal matters, supporting the High Council for Sports in fulfilling its role as a public body within the Spanish Administration. He also participates in international meetings and currently chairs the Open Method of Coordination (OMC) Group on "Combating Hate Speech in Sports" under the European Union framework. Additionally, he has been Spain’s national coordinator for the cooperation project “Fighting Hate Speech in Sports” (2022–2024), co-financed by the Council of Europe and the European Commission. Furthermore, he represents Spain at the Council of Europe as the head of delegation in the T-S4 Committee and as a delegate in the Copenhagen Group.
